An API for test cycle requests

Provide an API to submit a new test cycle request.

We release our iOS and Android apps every two weeks, and each release gets an Applause test cycle. Our release bot already creates the release candidate, builds the betas and posts reminders, but requesting the Applause cycle is still a manual form, and people forget it.

We'd like an API endpoint that takes the same fields as the "New Cycle Request" form: product, start and end dates, cycle scope, out of scope, test suite, recent changes, and the build. The build would be a TestFlight version for iOS or an APK upload for Android. Our bot would call it right after the release candidate is built, so no one has to fill in the form.

If request templates exist, accepting a template ID would let us send only the fields that change.

Teams with automated release pipelines could then request cycles straight from CI, with no missed or late requests.
