BTS Platform Export field must be editable

Sometimes Issues exists in our Jira or a were moved so they get other IDs. Defects have duplicates and unfortunately the issue not connected to the Applause Platform has been resolved. We need to change the Export Link to any other Ticket ID.

Format dates according to lacale or let user choose in settings

Currently, it looks lik the US format is hradcoded. Very confusing to see test cycle end dates like 10/15/22 or worse 10/11/22.
